Founded over three decades ago, SECCA, Inc. is a professional consulting firm dedicated to providing education-grant administrative management and compliance services to school districts in the State of Texas. We write and administer federal and state education grants in compliance with the rules and regulations set forth by federal education regulations and the Texas Education Code.

SECCA serves districts of
all sizes across the state.
SECCA consultants meet with administrators, business managers, federal program directors, and other appropriate staff to discuss the federal grant programs. Budgets, personnel, and strategies are reviewed and modified as necessary to align funding with the needs assestment data.
We are familiar with the requirements of the various federal grant applications (ESSA, IDEA-B, Perkins V, and Title V) and prepare budgets that meet the requirements for each program. We also prepare, submit, and negotiate all grant applications and any subsequent amendments.

We review, revise, or prepare documentation required by the district's independent auditor or the audit section of TEA.

We review or prepare Maintenance of Effort (MOE) calculations for ESSA and IDEA-B programs.

We review or prepare Time and Effort schedules for federal programs.

We prepare and submit federal expenditure reports through TEA's Expenditure Reporting System
SECCA consultants meet with administrators, business managers, federal program directors, and other appropriate staff to discuss the State Compensatory Education (SCE) program. Budgets, personnel, and strategies are reviewed and modified as necessary to align funding with the needs assessment data.
We are familiar with the SCE program and prepare budgets to meet the SCE requirements. In addition, we develop SCE plans that ensure that districts and campuses are in compliance with the requirements of state laws governing student identification, programs, and reporting. We also assist with the required SCE eveluation of the program's effectiveness.
