For users of SECCA's Dot Command system

District and Campus Improvement Plans (DIPs and CIPs)



--Attila Software Productions provides Texas Public School Districts with a web-based environment for the preparation of District and Campus Improvement Plans. SECCA, Inc. is the sole distributor and support.

--SECCA, Inc. provides myriad support to Texas Public School Districts to ensure that District and Campus Improvement Plans meet the requirements of the Texas Education Code (TEC) and Federal Educational Regulations, including No Child Left Behind (NCLB).

Annual State and Federal Requirements:

TEC §11.252(a)(2) District-Level Planning and Decision-Making


(a) Each school district shall have a district improvement plan that is developed, evaluated, and revised annually, in accordance with district policy, by the superintendent with the assistance of the district-level committee established under Section 11.251. The purpose of the district improvement plan is to guide district and campus staff in the improvement of student performance for all student groups in order to attain state standards in respect to the academic excellence indicators adopted under Section 39.051.

TEC §11.253(c) Campus Planning and Site-Based Decision-Making


(c) Each school year, the principal of each school campus, with the assistance of the campus-level committee, shall develop, review, and revise the campus improvement plan for the purpose of improving student performance for all student populations, including students in special education programs [special populations students] under Subchapter A, Chapter 29, with respect to the academic excellence indicators adopted under Section 39.051 and any other appropriate performance measures for special needs populations.

NCLB Act of 2001--Title I, Part A--§1114(b)(1) Schoolwide Programs


In accordance with the revised (01/08/02) Section 1114(b)(1) of Title I, Part A, a Schoolwide program shall include . . . ten federally required components-- [each of which must appear in the participating Public School District’s/ Campuses’ District and Campus Improvement Plans.]

NCLB Act of 2001--Title I, Part A--§1115(c)(1) Targeted Assistance Programs


(1)(B) . . . each targeted assistance program under this section shall— ensure that planning for students served under this part is incorporated into existing school planning-- [including District and Campus Improvement Plans.]


Levels of Services:

Attila Software Productions:
Software License, Software Updates--Services include Technology Support and the support of highly experienced DIP and CIP Consultants

SECCA, Inc.:
Level #1: Comprehensive DIP/CIP Services include:
  1. On-site data gathering and planning consultation, to include distribution of a survey and interviews with district/campus stakeholders--committees, faculty, staff, parents, community representatives, business representatives, students. Analysis of the above results will be provided.

  2. Writing of a comprehensive DIP/CIP that meets all State and federal regulations for Texas Public Schools, with continuous input from district and/or campus administrators.

  3. Presenting Plan to the Campus Planning Committee for review and final revisions.

  4. Periodically reviewing and updating services through the end of the school year for which the Plan was written.

Level #2: DIP/CIP Writing Services include:
    District/campus administrators will provide requisite information to SECCA, Inc. consultants, including survey and interview results from district/campus stakeholders--committees, faculty, staff, parents, community representatives, business representatives, students.

  1. Analyzing the above results.

  2. Writing a comprehensive DIP/CIP that meets all State and federal regulations for Texas Public Schools, with continuous input from district and/or campus administrators.

  3. Presenting Plan to the Campus Planning Committee for review and final revisions.

  4. Periodically reviewing and updating services through the end of the school year for which the Plan was written.
