State Compensatory Education (SCE)
While an application for funding is not required of SCE, each district must follow the regulations dictated through the Texas Education Code--and those regulations are very precise and well monitored through District and Campus Improvement Plans, the Annual Financial Audit and the annual State Compensatory Education Evaluation.
Every Texas School Board and District Administrator must safe guard State Compensatory Education funding, as it is an integral part of every district’s budget, including Budget Balanced Districts and Chapter 41 Districts.

While SCE does not require a specific “Plan” to be created, we have found that the data required of SCE is so extensive an SCE Plan that can be incorporated into the District and Campus Improvement Plans comes closer to meeting the State’s regulations than just inserting SCE information into the DIP and CIPs. Fall/Winter on-site budget and program planning session, to gather requisite data for the State Compensatory Education Plan. We have found it very beneficial to have School Board Members, District and Campus Administrators and Site-based Decision-Making Committees present;

Guidance in identifying students at risk of dropping out of school, in line with current State legislation which amplifies PEIMS’ identification;

Development of a detailed SCE budget, in line with current State legislation and the Texas Financial Accountability Systems Resource Guide;

Preparation of descriptions of SCE programs and services, including all requisite data and information dictated by current State legislation and No Child Left Behind (NCLB), if applicable;

Detailed description of requisite coordination of SCE programs, services and funding with other state, federal and local programs, services and funds;

Creation of requisite Provisions and Assurances dictated by current state and NCLB regulations, if applicable;

Evaluation of the SCE programs and services at the end of the project year, including an Executive Summary;

Area-wide professional development workshop regarding the rules and regulations governing SCE; and

Provision of on-call technical assistance on an as needed basis for issues related to State Compensatory Education.
