Comprehensive Needs Assessments

SECCA, Inc. conducts expert, objective and research-based Comprehensive Needs Assessments that meet the requirements of the Texas Education Code (TEC) and Federal Educational Regulations, including No Child Left Behind (NCLB), for Texas Public School Districts and/or individual campuses.

Annual State and Federal Requirements:


   
 

TEC §11.252(a)(1) District-Level Planning and Decision-Making

(1) A comprehensive needs assessment addressing district student performance on the academic excellence indicators, and other appropriate measures of performance, that are disaggregated by all student groups served by the district, including categories of ethnicity, socioeconomic status, sex, and populations served by special programs; including students in special education programs under Subchapter A, Chapter 29.

NCLB Act of 2001--Title I, Part A--§1114(b)(1) Schoolwide Programs

(1) A comprehensive needs assessment of the entire school that is based on information on the achievement of children in relation to the State academic content standards and student academic achievement standards.

   
  The Comprehensive Needs Assessment Process:
To determine the level of compliance of district, and individual campuses, with State and Federal Educational regulations and the success, or lack of success, of the district's Educational System, SECCA, Inc. Consultants will:
Interview School Board Members;
Interview District and Campus Administrators, Faculty and Support Staff;
Interview Parents, Business Representatives and Community Members;
Conduct and Analyze Surveys;
Review District Policies and Administrative Directives;
Review District and Campus Assessment Policies and the Assessment Program;
Review District's Educational System and Courses of Study;
Review Special/Supplemental Programs and Services, including Eligibility Criteria, and Formative and Summative Evaluation Plans;
Review Professionals' and Paraprofessionals' Credentials and the District's Compliance with the Federal Mandate of Highly Qualified;
Review the Professional Development Program of the District and Campuses;
Review Student Demographic Data;
Review Student Performance/Assessment Data -- Formal and Informal, Mandated and Optional;
Review Student Assessment Data Disaggregated by Supplemental Local, State and Federal Programs and Services and Student Profiles;
Review Additional Student Data as it Pertains to Student Performance -- Attendance Rates, Dropout Rates, ACT/SAT Participation and Passing Rates, Special Programs Participation and Success Rates, etc.; and
Review the District and Campus Improvement Plans to Ensure Compliance with Local, State and Federal Education Regulations.
